A slavers thread is a way of working out who is still (if even remotely in my case) active within their guild.
Those that do not reply or make themselves known as hanging around are basically shafted from the guild as being 'taken by slavers' like in the books-which is good because it allows them the potential to return AND it means we get more new people to make up for those we lost.

Because Wandies wander, and so have the smallest guild. it's not only for new people, but it's to make sure that the guilds stay at roughly the same levels so that there isn't any dominance from one guild. Wandies used to have the most members on the list, but the least amount of active members, where as a guild like the Mystics had the most active members, but not as many overall. So the Mystics would get all the new people on the defult setting, and the Wandies, who needed the people would miss out. By doing a slaver's list you make sure everything is fair, and fun. That, and it also gives us a clearer understanding of how many active members we actually have. which is always nice to keep an eye on.
